Storm Water Management Program

Post-Construction Storm Water Management in New Development and Redevelopment

Increased human activity associated with development often results in increased pollutant loading from storm water discharges. If potential adverse water quality impacts are considered from the beginning stages of a project, new development and redevelopment provides more opportunities for a decrease in storm water runoff and an increase in water quality protection.

The objective of this measure is for the hydrology associated with new development to resemble the pre-development hydrology or to improve the hydrology of a redeveloped site and reduce the discharge of storm water.

Operators of small MS4’s will be required to develop, implement, and enforce a program to address storm water runoff from new development and redevelopment projects that result in land disturbance of greater than or equal to one acre that discharge into the MS4, including projects less than one acre that are part of a larger common plan of development. Specifically:

Develop and adopt an ordinance that requires long-term post-construction storm water controls at new development and redevelopment sites. The ordinance shall, at a minimum, be equivalent with the technical requirements set forth in the UPDES Storm Water General Permit for Construction Activities, UTR300000.

Adopt and implement SOP’s for site inspections and enforcement of post-construction storm water quality measures including:

• An ordinance that includes provisions for both construction phase and post-construction access to allow the City to inspect water quality BMP’s or provide a means where private facility operators can certify the BMP’s and have a qualified private party perform inspections.
• Qualified City inspector to perform atleast one inspection on each permanent structural BMP during installation.
• Each permanent structural BMP to beinspected annually by qualified City personnel or by the property owner/operator as outlined by a maintenanceagreement.

Operations

Operators of MS4’s must develop and implement an operation and maintenance program that includes a training component and has the ultimate goal of preventing or reducing storm water from municipal operations.

The program must include employee training that addresses prevention measures pertaining to municipal operations such as:

• Parks, golf courses and open space maintenance
• Fleet maintenance
• New construction and land disturbances
• Storm water systems maintenance

Post-Construction Controls

Implementation of post-construction BMPs (also referred to as permanent BMPs) is critical to storm water quality management. This primarily includes developing strategies to implement a combination of structural and non-structural BMPs to limit or eliminate long-term erosion from the site.

4.1 Post-Construction BMP’s

Describe all post-construction storm water management measures that will be installed during theconstruction process to control pollutants in storm water discharges after construction operationshave been completed. Examples of post-construction BMPs include the following:

• Bio filters
• Detention/retention devices
• Earth dikes, drainage swales, and lined ditches
• Infiltration basins
• Porous pavement
• Other proprietary permanent structural BMPs
• Outlet protection/velocity dissipation devices

Slope protection:

• Vegetated strips and/or swales
• Identify any applicable federal, state, local, or tribal requirements for design or installation.
• Describe how low-impact designs or smart growth considerations have been incorporated into thedesign.
• For any structural BMPs, you should have design specifications and details and refer to them. Attach them as appendices to the SWPPP or within the text of the SWPPP.
